Notwithstanding any prohibition to the contrary in article 18 of title 24, C.R.S., any councilmember who is a director or an officer of a nonprofit corporation or of a foundation may vote on any agreement between the city and such nonprofit corporation or foundation, unless such councilmember is otherwise excused from voting for either a personal or a financial interest in such agreement as provided in section 6.3 of the Charter.
