In the
fifth meeting,
Staff asked for volunteers from the Task Force to participate in
this year’s Broomfield Days as “Ambassadors of Sustainability.” Their
duties would include manning the Sustainability booth and acting as
attendants for one or two Zero-Waste stations.
The
Vision committee provided an update on the drafting process.
The Task Force continues to struggle with the vision’s lack of
inspiration, and will continue to work.
University
of
Colorado Denver presented on the potential
actions for the buildings sector, demonstrating the benefits and
drawbacks of voluntary, behavior change, mandated and market based
programs. Following this
presentation, the working groups split up to discuss their next tasks.

The Broomfield Chamber was thanked
for promoting the Sustainable Community Task Force in their article in
Easy Living magazine.
Linda Fahrenbruch was thanked for her Letter to the Editor in the August
13 Broomfield Enterprise. The Task Force was asked if they would like to
participate in the Broomfield Days community festival on Saturday,
September 19. Space is
available for a Sustainability display in the City & County tent.
Task Force members were also asked to volunteer to adopt a
Zero-Waste Station at the event. A sign up sheet for both volunteer
opportunities for Broomfield Days will be emailed to the group.

– Vision Statement Update – Judy Enderle
Judy presented the fourth revision
of the Vision Statement. The
group expressed concern that the new vision was too generic and not
inspirational. They agreed
that the sustainability elements were captured, but it didn’t have any
emotion or feeling, and was not specific to
Broomfield.
Other members suggested that the vision should mention preservation or
enhancement for future generations, and should recognize
Broomfield’s
interdependence with everything beyond its borders. The 2005
Comprehensive Plan Vision section will be provided to the group and they
will “let it gel” for a month or two. The vision discussion will
continue at a later date.

– Policy Survey Results
– Dr. Anu Ramaswami
Dr. Ramaswami presented a summary
of the results of the Survey #2.
The results show three distinct groups of factors in
sustainability decision making.
The most important factors in the first group are financial
factors including first cost, return on investment and community-wide
savings. The second group
contains implementation factors including public acceptance, political
feasibility and ease of implementation.
The lowest ranking factors were job creation in general
and establishing
Broomfield
as a national leader. Other factors that were proposed by Task Force
members and areas they want to learn more about were also presented. The
concepts of resiliency and adaptability were discussed as they relate to
sustainability.

Buildings Action Matrix – Dr. Anu
Ramaswami
Dr. Ramaswami presented potential programs to reduce building greenhouse
gas emissions, varying from voluntary programs to mandated programs.
The proposed programs included a CFL mail-in program,
door-to-door campaigns, Energy $avings Partnership, Insulate & Seal,
Windsource campaigns, Voluntary green buildings and retrofits,
Xcel DSM
programs, Energy Information Display meters, mandated green buildings,
time of sale upgrades, and a tiered electricity tax rate.
The results showed that all the voluntary programs combined
reduced the increase in buildings greenhouse gas emissions from 5% to 3%
(a 2% reduction), while the two mandated programs reduced buildings
emissions from 3% above to 1% below 2007 levels (a 4% reduction).
The presentation showed that small actions can add up and it is
the Task Force’s responsibility to pick a few actions that resonate with
Broomfield
and decide on quantitative goals for these actions.
The next presentation from the
University
of
Colorado Denver will focus on potential and
current sustainability transportation programs.

The Task Force split into the 5
sub-groups for a work session.
Debra Basket, Transportation Manager, gave a presentation to the
Transportation Group.
Kristan Pritz, Open Space and Trails Director gave a presentation to the
Natural Resources Group.
Kathy Schnoor, Environmental Services Superintendent gave a presentation
to the Public Education/Communication group.

– Report out
The groups reconvened for closing
remarks. Derek reminded the Task Force that the next meeting is a Report
Out session. Each Group Guide will need to have a 10 minute PowerPoint
presentation to report out their group’s mini vision and any goals or
themes developed to date.
