Housing Rehabilitation Program

Services: Licensed contractors address energy conservation and building code compliance, provide accessibility modifications, and make repairs to major systems such as heating, plumbing, electrical, and roofing. Longs Peak Energy Conservation, the program administrator, will inspect the home for safety and energy efficiency, prepare a detailed work write-up, bid the work to local licensed contractors, pay the contractors, inspect the work before each payment, and manage the loan.

Homeowner Qualification: Homeowners must earn below the following income limits, based on household size:

Terms of Assistance: Maximum loan amount is $25,000. Assistance is provided in the form of a low-interest loan. Currently, the rate is a maximum of 3% (based on income) for a 10-year term. The loan will be secured by a Deed of Trust on the property and the lien will remain in effect until the loan is paid in full.

Property Requirements: Eligible properties include single-family homes and multi-family homes. Mobile homes are not eligible. Homes built before 1978 will be tested for lead-based paint. If the paint tests positive, lead-safe practices will be undertaken during the construction process.

Housing Weatherization Program

Services: Weatherization technicians perform energy audits and provide the following services: check for carbon monoxide poisoning and gas leaks; add insulation; perform furnace checks, repairs and replacements; air-seal homes; and replace refrigerators.

Homeowner Qualification: Homeowners must earn below the following income limits, based on household size:

Property Requirements: Eligible properties include single-family homes multi-family homes and mobile homes.
