Personnel Merit Commission -
Chapter 2-12 (3-year terms)
Authority:
Broomfield's Home Rule Charter established the authority for the creation
of the Personnel Merit Commission.
Purpose:
The Personnel Merit Commission is charged with reviewing appeals from
eligible employees who have been subject to disciplinary action (Suspension
without pay, demotion or dismissal).
The Commission hears testimony from the employee and the city pertaining
to the appeal including witnesses called by both parties and the Commission will
accept and review evidence submitted by the parties.
The Personnel Merit Commission shall determine whether the discipline
imposed was unjust or inappropriate in light of the severity of the offense.
In making such determination, the Personnel Merit Commission shall
ascertain whether the appointing authority abused its discretion in finding that
the employee violated a section of the Personnel Merit System, or in the level
of discipline imposed.
Meetings:
The Personnel Merit Commission shall meet at least once annually, at
which time a chairman shall be selected. Other
meetings shall be called by the chairman as often as needed to conduct official
business, as identified in Chapter 2-12 of the Broomfield Municipal Code.
