From the planning
stages, the City and County of Broomfield and surrounding neighborhoods, in a
collaborative effort, committed to certain goals that would lessen the
impact of the facility upon the surrounding community. With multiple “town
meetings” and a good deal of compromising, the various groups were able to accomplish
their goals. For example, the facility itself was designed and built to
resemble an office building that could be found in any typical business
park. There are no bars on the windows, chain-link fences, or barbed
wire. Official vehicles are parked behind the facility, away from the
general public’s view and access.
Inmates cannot be seen from the surrounding
area due to earthen berms that surround the facility. Inmates do not
participate in recreational activites outside, and are only allowed outside with a staff escort.
If a released arrestee or inmate does not
have someone to drive them home, a Detention Officer will drive them back to
the location of their arrest (if possible) or to the local RTD Park N Ride. Released inmates are never
allowed to walk off facility property without having arranged
transportation.
Maintaining a strong relationship with the community is
very important. Since its opening, the facility has conducted dozens of
tours to local agencies and citizen groups. The facility pays special
attention to youth groups, as well as middle and high school students.
Striving to make a positive impact on Broomfield’s youth is a priority for
City and County officials.
Additionally, the facility has hosted site
visits for dozens of detention center transition teams from other
jurisdictions throughout the country through our partnership with the
National Institute of Corrections and their Planning of New Institutions
organization (P.O.N.I.).
