Water Rates

Water Rates, effective Feb. 01, 2026

Current water statements are billed on a monthly basis and consist of the following: 

  1. Base charges (assessed every month, according to meter size, regardless of water usage)
  2. Water usage charges (based on metered consumption, in addition to the base charges)

Broomfield's Utility Enterprise Funds Update

Broomfield staff is currently recommending increased rates for the enterprise funds (water, sewer and stormwater) to cover the costs of providing respective services to customers. Visit the Recommendations Proposed page within the Broomfield's Utility Enterprise Funds website to see an overview of the proposed increases related to each fund and a proposal for adding a dedicated funding mechanism for a stormwater enterprise fund.

Water usage is calculated based on actual meter readings, and then rounded down to the nearest thousand gallons.

Water License Base Charge

Once the water license has been purchased, minimum charges for water service are billed monthly until permanent service is established. These service charges are equivalent to the flat rates described above for residential and/or non-residential accounts. Accounts that are not within Broomfield's service area are billed at thrice (3x) the non-residential monthly and usage rates.

Re-use Water

Accounts that involve reclaimed/non-potable water are billed $1.51 per TGAL (thousand gallons).

In 2021, Broomfield contracted with Willdan Financial Services to complete a Utility Rate Study to assess the accuracy of Broomfield’s residential and commercial utility rates to support the maintenance, operations, and infrastructure related to the water, sewer, and water reclamation utilities. Broomfield City Council approved the water rate changes on Oct. 25, 2022, to ensure rates charged for utility services support current and future infrastructure needs. The rates become effective Jan. 1, 2023, which means customers may see an adjustment in those rates beginning with the February 2023 statement. Most residential customers should see a lower bill related to their usage, however, all customers will see an increase in the base rates for utilities.
