Construction/Hydrant/Temporary Water
Starting June 1, many City and County of Broomfield services will offer walk-in, by appointment, or virtual services —or all three—for the convenience and safety of residents. Please note many, if not all, services are also available online via self-service, or over the phone.

ANY TEMPORARY WATER SERVICE FOR OIL AND GAS OPERATIONS SHALL REQUIRE PRIOR CITY COUNCIL APPROVAL!
Effective April 03, 2017
Contractors are required to supply their own equipment. The City and County of Broomfield no longer supplies water meters for any events or construction jobs.
- Meter readings are required to be reported to Utility Billing by the 28th of each month. Failure to report monthly meter readings shall result in a $50.00 fee per meter, per month, regardless of usage.
- A Temporary Water Permit is valid for 90 days.
- Temporary Water Permits can be renewed by submitting another application and selecting the "Renewal" option. If applicable, the Permit Fee and any outstanding balances shall be paid in full prior to the issuance of any subsequent permits. Failure to renew a permit every 90 days will result in fines.
Permit Application
Applications for Construction/Hydrant/Temporary Water Permits can be submitted electronically using our Permit Request Form. Upon successful completion, all requesters will receive a confirmation email accompanied by a PDF copy of the permit application.
After submitting the permit request, please submit the following:
- Deposit and/or other application fees (checks only -- payable to 'City & County of Broomfield'). Deposits need to be paid by check and either dropped off to the Utility Payment Drop Box located on the west side of the parking lot at One DesCombes Dr, Broomfield CO 80020 or mailed to the same address. If mailing payment, please address to CCOB/Attn: UTB - Temp Hydrant Meter.
- Current meter certification paperwork (if applicable)
- Current backflow certification paperwork (if applicable)
- Photo of initial meter reading (multiple photos if necessary to also demonstrate meter number)

Permit Application Fees
Any and all applicable fees are due at the time of permit issuance.
NEW PERMIT - Contractor
- $1,500.00 Damage/Security Deposit
- $50.00 Permit Fee
NEW PERMIT - Short-Term/Limited-Use (< 2 Weeks & < 10,000 Gallons)
- $2,500.00 Damage/Security Deposit
- $50.00 Permit Fee
NEW PERMIT - Broomfield-funded Capital Improvement Project
- $2,500.00 Damage/Security Deposit
EXISTING PERMIT Renewal
- $50.00 Permit Fee
- Any outstanding balances on account
Additional Charges
Construction water usage is billed at the same rate as standard water usage. Current rates can be found at Broomfield Water Rates.
All customers are required to provide an estimate of monthly water consumption. High-volume customers (defined as those who use 500,000 gallons or more per month) may be required to submit an additional deposit that would cover a minimum of two months of projected usage.

Hydrant Meters
Contractors are required to supply their own equipment. Water meters and backflow prevention devices can be purchased from a number of local retailers, some of which offer pre-assembled hydrant meter carts.
