Bid Information Access

The City and County of Broomfield is committed to transparency and equitable access to information related to Capital Improvement Program (CIP) projects. To improve consistency, accessibility, and efficiency, CIP has transitioned all public bid information to BidNet, our official online solicitation platform. This page explains where and how the members of the public, contractors, consultants, and other interested parties can access CIP bid-related information.

Release of Information

During an active Solicitation, communication outside of BidNet is prohibited. Please do not contact individual CIP staff directly.

Once evaluations are complete, a Statement of Bid Selection will be posted on  BidNet under the original solicitation.  In some situations, this statement will not be posted until an agreement with the selected vendor has been executed.

Please note that the City and County of Broomfield is a Best Value agency, and, as such, may select vendors that provide the greatest overall benefit to Broomfield in response to the solicitation requirements by comparing all costs, which may include actual costs, opportunity cost, cost savings, or cost avoidance, to any tangible or intangible benefits, as well as add-alternate costs.  Awards are made in accordance with applicable procurement regulations, compliance with solicitation requirements, stated evaluation criteria, and cost.

How to Access BidNet

All current and future CIP solicitations are publicly available on BidNet. The following information is available with a free BidNet account:

  • Active and closed CIP solicitations
  • Bid and proposal documents
  • Addenda and clarifications
  • Solicitation timelines and key dates
  • Official notices

Please follow these steps:

  1. Visit BidNet
  2. Create a free user account
  3. Search for the City and County of Broomfield or specific CIP project solicitations
  4. Select a solicitation to view all publicly available documents

How to Request Public Records

If the information you are seeking is not available on BidNet, a formal public records request must be submitted through Broomfield’s Public Records Request Portal (JustFOIA). Access to records not shown on BidNet is governed by the Colorado Open Records Act (CORA).

Please follow these steps:

  1. Submit requests through the Public Records Request Portal
  2. Clearly identify the solicitation, project name and records requested

Please note: Requests are reviewed and fulfilled in accordance with CORA timelines and exemptions.  CIP staff are unable to release records outside of this process.
