City and County of Broomfield Organizational Strategic Plan
In 2023, the City and County of Broomfield began developing an organizational strategic plan (OSP) with the goal of completion by the end of 2026. An OSP serves as the organization’s guiding structure and is a critical tool for aligning the city council (policy) and the organization (operations) for the next 3-5 years.
Staff is working toward implementation and expect more information on the full OSP to be shared with the community in Q3 and Q4 of 2026. The framework, which includes Broomfield’s vision, mission, values and strategic outcomes, has been completed, and at the Feb. 24 city council meeting, the Broomfield City Council formally adopted the strategic outcomes.

It is important to note that this Organizational Strategic Plan is different from the Comprehensive Plan, which will undergo a major refresh in 2026-2027. Learn more about the Comprehensive Plan and Transportation Mobility Plan Update known as "Broomfield Together."
